council will hold a special session to see if it can change town code to restrict firearm sales in the future. a new sporting goods store in town has caused a lot of protests and debate. >> thank you, george. a serious concern for so many parents. a controversial gun proposal in san jose. the city council will decide whether to require owners of assault weapons to store their guns although police department. a san jose lawyer drafted the proposed ordinance and submitted the plan to the city's rules and open government committee. that committee meets every wednesday and headed by the mayor, who's in washington, d.c. this week. the committee is expected to take up the issue again next wednesday. now to the president and his proposal. a somber obama announced his proposal for the most sweeping gun control measures in years. the president outlined four major points. first, to make it easier for mental health professionals to report threats to authorities. second, the president wants to

ban military-style assault weapons like the one used at sandy hook elementary school and put a ten-round limit on magazines. third, he wants to tighten background checks. fourth, the president said he would clear the way for schools that want armed guards to be able to get them. the national rifle association fired back with a statement that read, in part, quote, we look forward to working with congress on a bipartisan basis to find real solutions to protecting america's most valuable asset, our children. attacking firearms and ignoring children is not a solution to the crisis we face as a nation. new tonight at 11:00 -- a bizarre story making national headlines involving a football star at notre dame university and the death of his girlfriend at stanford. but the problem is, did the stanford student even exist? is this a cruel hoax or a savvy scheme by the football player? here's nbc bay area's diane dwyer. >> reporter: notre dame linebacker mantei te'o recording

a storybook season. a highly publicized story about the death of te'o's girlfriend helped get him to the top of the football world. tonight notre dame called that story a hoax. >> this was a very elaborate, very sophisticated hoax, perpetrated for reasons we can't fully understand, but had a certain cruelty. >> reporter: the story broke and te'o released the statement saying, quote, he's the victim of someone's sick joke and constant lies. notre dame's athletic director says te'o's reported relationship took place online and that the linebacker learned of her fake death in a late december phone call. in a statement te'o maintained what he thought to be an authentic relationship by communicating frequently online and on the phone and that he grew to care deeply about the

woman. they say an investigation by a firm hired by notre dame convinced him that te'o was duped into the relationship and the faked death. >> nothing about what i have learned has shaken my faith in te'o one iota. >> reporter: plenty of questions remain as the sports world waits for more of te'o's side of the story. >> there are a lot of conflicting reports. te'o is expected to address the media tomorrow. the faa made an emergency decision to ground all boeing 787 dreamliners until further notice. that translated into a major half for travelers out of san jose international. passengers booked on this morning's 1:40 flight to tokyo were rushed out of san jose and on to a shuttle. dreamliners are grounded nationwide while federal inspectors examine a series of problems. problems that include a battery issue that forced the emergency landing in japan yesterday of a dreamliner.

the cancellation of the dreamliner flight in san jose happened on the same day a delegation of san jose vips were returning from an inaugural trip to tokyo. they say this will have no impact on ail nippon's planned travel. in silicon valley, the technology economy, there's a reason we call things version 2.0. sometimes things need a little adjustment before they're ready to re-roll out. >> at this point there's no word on whether passengers on friday's flight will be rerouted. air india has grounded its dreamliners for the time being. san jose are telling parents to be on the lookout for a man who tried to rip a child out of her mother's arms yesterday. this is a sketch of the suspect. an east san jose mother told her the suspect came up to her and her children in their front yard yesterday afternoon. she told us she knew something was wrong when he kept saying how beautiful her children were. shortly after he grabbed the

2-year-old daughter by the feet. >> when he knelt down, he grabbed my daughter by her feet, by her -- her ankles, and he -- i kind of picked her up. as she fell back on me, we were tugging at each other. and her bottoms were falling off. and then eventually her boots fell off. >> the mother didn't want to be identified there on camera. the mother was able to wrestle her daughter away and run inside to her home to call police. the man, you see the subscription here, described to be latino between 20 and 30 years old, about 5'6" and thin. he was last seen wearing a red cap and jeans. police are warning the public about this man in this sketch who they say tried to kidnap a 3-year-old boy. it happened january 6th inside the great mall in malpedis. luckily the mother was paying attention and quickly caught up. that suspect is described as asian, maybe 55 years old, 5'6",

yelp. they are rolling out a brand new service tomorrow, helping servers decide where to eat. they'll show the restaurant's city health inspection scores. i understand this is actually a joint effort between yelp and the mayor's office. >> reporter: jessica, that's right. san francisco mayor saying this new yelp service is a major movement. the health inspection scores are public but you have to look them up at the website and even the mayor admits that's made this information difficult to find, that is, up until now. through technology, more transparen transparency. this number featured on san francisco restaurant yelp profile is the health inspection directly from the health department. click on it and it takes to a second page with the date and the number and detail of violations. they say it is to help consumers

somewhat dirty. >> i won't seek it out because i care more about the experience than the food quality, but i do think there will be some number shock. numbers always shock people. >> reporter: mayor lee is in washington, d.c. preparing to share this news and details at mayors across the country at a conference tomorrow. that's the idea, that this yelp service will move across the country, next up new york, then philadelphia, but san francisco the first. >> stephanie, thank you. without warning, leaders at washington hospital in fremont are cutting hundreds of jobs. administrators told the oakland tribune they have no choice but to eliminate 200 full-time positions. but can the hospital legally do this? washington hospital gets property tax funds through voter-approved bonds, so it must follow the same public meeting laws as the city council. instead, leaders reportedly discussed the cuts behind closed doors without any public notice and did not hold a vote.

when asked about the legality of this issue, a lawyer for the hospital told the tribune that public notice was not required. researchers have an answer for pregnant women worried that getting the flu vaccine could put their babies at risk. it won't. it turns out the most dangerous course of action is not getting the flu shot. the study looked at more than 117,000 pregnancies in norway. it found that women who caught the flu while pregnant had almost twice the chance of miscarriage. even if women got the flu after getting vaccinated, they were much less likely to miscarry. the big question, what will you be watching this sunday, the 49ers or the best surfers from around the world? surf's up and mavericks is on. half moon bay and pillar point getting ready for the biggest party in the past few years. jean elle joins us in half moon bay. this is always evolving, for the fans and the surfers. what are the changes this weekend? >> reporter: one of the biggest changes is the beach where all

the spectators are used to going will be closed for safety reason. contest organizers are throwing a festival here where you can watch all the action on big screens and updates to that 49er game will be provided. but the main event is catching the surfers on 30-foot waves. >> not rolling then going up. they're going -- >> reporter: mavericks contest director jeff clark says big, powerful waves are heading toward half moon bay, big enough to hold the contest sunday. >> we're expecting the waves to be anywhere from 30 to 40 feet. >> reporter: for the first time in two years, 24 big wave surfers from around the world are heading to half moon bay. five will be riding special surfboards clark designed to be faster. >> it has quite a different bottom. it's got three different planing surfaces. this one for going straight and when you roll into a turn, can you keep accelerating and use all that power to get down the

next section or outrun that avalanche. >> reporter: with thousands of people expected to crowd the coast to catch the action, some half moon bay residents say they're making plans to avoid the traffic. >> it makes locals angry. it's fun to watch and great. living in a small town like this, it's a lot of tourists coming and traffic and it's hard to get around. >> relaxing at home and letting all the people come in and spend their money. >> reporter: surfing fans will have to spend some money to watch a live broadcast. the beach will be closed to prevent a washout of 2010 when waves knocked spectators off their feet. instead, mavericks invitational is holding a festival with big screens behind the oceania hotel. >> safety first. >> reporter: clark is hoping for a safe event in the water and on shore. the contest kicks off at 8 a.m. sunday. even with competition with the 49er game, organizers are

expecting thousands of people here on the coast. reporting live at pillar point harbor, jean elle, nbc bay area news. >> a great day. >> did i hear correctly, 30, 40-foot waves? >> and better than that, 70 degrees at half moon bay. >> pat myself on the back for this one. >> way to go, jeff. >> the remarkable thing about this storm creating these strong waves, it is 1500 miles away out here in the pacific. that's the storm right there. we're not going to get impacted by the storm in terms of any rainfall, but it is going to stir up that pacific enough that we'll see an exponential increed in the wave heights off the shore. wave heights 3 to 4 feet, that's it. as the northwesterly swell develops, two miles off pillar point harbor, we'll see the waves increase exponentially. as jean mentioned, by saturday and sunday overall for the coastline, swells 25 to 40 feet.

where the reef interacts they could go 30-plus feet as we heard. remember, this could be very dangerous to all swimmers and boaters. so, if you are not an extreme expert, maybe even just alone dealing with this contest, you probably just want to be a spectator at this point. that would be the safest bet. let's get out to the live hd camera network. we have a lot of haze here tonight. if you look directly up, you'll see the stars. it's just off towards the distance as area high pressure sits over us. it's helping to create poor air quality across most of the bay area. temperatures are also very cold at this hour. 34 in concord. 34 in santa rosa. for the first time in several nights, no 20s on the board. that's the large news. high pressure building offshore. that's going to continue to warm us up as we head throughout the next two days. it's not going to get hot. a little on the warm side, but for most of us it's going to be mild, yes, with a lot of sunshine. a lot of us are going to be thawing out throughout the next couple of days.

let's look at who could hit 70 degrees throughout saturday. saratoga from 66 today to 70 on saturday. santa cruz from 61 to 70. even san jose could pop up to an estimated 68 by the first part of your weekend. tomorrow morning it will be chilly, upper 20s and low 30s with areas of patchy frost in the north bay and east bay. 34 in san jose. al slightly warmer in the morning. throughout the afternoon we'll see daytime highs top out in mid-60s. hazy sunshine. 64 in santa rosa. about a 30-degree jump from the after. 63 in san jose. time for the toyota tahoe report. latest conditions at sqauw valley. temperatures in the upper 30s and a lot of snow to go skiing. snow base at 68 inches. at alpine meadows, temperatures in the upper 30s and sunny skies and a snow base of 67 inches with a groomed surface.
